Implementation of Fee for APEC Business Travel Card (ABTC) Applications
The Ministry of Investment, Trade and Industry (MITI) has announced the enforcement of the Fees Order (APEC Business Travel Card) 2000 [P.U.(A) 167/2000], following a notification received from the Director General of Immigration Malaysia.
The announcement introduces a processing fee for applications of the APEC Business Travel Card (ABTC) by Malaysian citizens holding an International Passport. Among the key details are:
- Implementation of a fee of RM100 for each ABTC application
- Fee to be paid upon submission to the APEC Unit, Immigration Department of Malaysia
- Fee is non-refundable, including in cases of unsuccessful applications
This new requirement has taken effect from February 1, 2026.
Following this development, the Federation of Malaysian Manufacturing (FMM) wishes to inform members that FMM will no longer submit ABTC applications on behalf of applicants to the Immigration Department of Malaysia.
The revised application process is as follows:
- Applicants must submit all required documents to FMM via email for checking and verification
- Upon confirmation, FMM will issue a support letter required for the ABTC application
- FMM will continue to charge a processing fee of RM35 per application for verification of application and supporting documents as well as the issuance of the support letter
- Applicants are required to submit their application directly to the APEC Unit, Immigration Department of Malaysia, together with the RM100 fee
- The support letter may be collected from the FMM Head Office or arranged for courier delivery upon request
Members are advised to take note of the revised procedures and ensure compliance when applying for the ABTC.
