AMENDMENT ON THE POSTPONEMENT OF NEW REGULATORY PROCEDURES FOR THE IMPORTATION OF CRYSTAL SUGAR AND WHITE SUGAR

AMENDMENT ONTHE POSTPONEMENT OF NEW REGULATORY PROCEDURES FOR THE IMPORTATION OF CRYSTALSUGAR AND WHITE SUGAR

Members are hereby informed that the Ministry of Domestic Trade and Cost of Living (KPDN) has postponed the implementation of the two-stage import permit application procedure for white sugar (refined sugar/crystal sugar) until further notice. This is a reference to the earlier Circular GPR/10/2026 and Circular GPR/16/2026.

However, all existing requirements remain applicable as follows:

  1. The sugar must have a sucrose content of at least 99.5%, in accordance with Regulation 118 of the Food Regulations 1985 under the Food Act 1983.
  2. Import permit applications must include a Certificate of Analysis (COA) from the manufacturer or an accredited laboratory. If the COA does not specify a validity period, the company must submit a COA dated within twelve (12) months from the date of the permit application. Example: If an application is submitted on May 1, 2026, the earliest acceptable COA date is May 1, 2025. Any COA dated prior to this (e.g., April 2025 or earlier) will not be accepted for processing.
  3. Applications must include a new tariff code confirmation letter from the Royal Malaysian Customs Department. This letter must be dated within 12 months of the application date.

Amendment on the Interim Period:

  1. New import permit applications for crystal sugar and white sugar will only be processed once the company declares its current stock balance to KPDN and provides proof that the entire previous quota has been fully imported.
  2. For New Applicants: Consideration will only be granted for the initial application. Subsequent applications are subject to the stock declaration requirement and proof of entry for previously approved quotas.
