What is a Preferential Certificate of Origin (PCO)?

A Preferential Certificate of Origin certifies that goods exported from Malaysia qualify for tariff benefits under a specific Free Trade Agreement (FTA) or trade arrangement. It enables importers in partner countries to enjoy reduced or zero import duties when the goods meet the agreed rules of origin.

FMM sells the official forms used by exporters to apply for Preferential Certificates of Origin through the Ministry of Investment, Trade and Industry (MITI). These forms are part of the required trade documentation for claiming preferential tariff treatment under Malaysia’s FTAs.

Certificate of Origin

A trade document issued by a competent authority of the exporting country that certifies the origin of the goods, which allows importer to claim for preferential tariff rates based on Rules of Origin of each agreement entered into force.


  • Authorised by the Ministry of Investment, Trade and Industry (MITI) to be the sole distributor of the Preferential Certificate of Origin (PCO).
  • Used to apply for preferential tariff reduction for products offered under the Free Trade Agreements between Malaysia and partner countries, provided the rules of origin are fulfilled.
