IMPLEMENTATION AND ENFORCEMENT OF ZERO DISCHARGE POLICY (ZDP) BY LEMBAGA URUS AIR SELANGOR (LUAS)

Dear FMM Members in Selangor,

We wish to bring to your attention the notification received from Lembaga Urus Air Selangor (LUAS) on August 4, 2026 (Ref: LUAS. 600-2/2/6 JLD12) regarding the implementation of the Zero Discharge Policy (ZDP) for industries in Selangor. The ZDP is implemented by the Selangor State Government through LUAS with the objective of encouraging premises to minimise effluent discharge through wastewater reuse and recycling, while promoting the sustainable management and protection of the State’s water resources.

The ZDP is implemented under the Lembaga Urus Air Selangor Enactment 1999, through the Licensing of Return Water Discharge, including the Peraturan-Peraturan Pelesenan Pembuangan Air Kembalian, dan Kemasukan atau Pelepasan Bahan Buangan dan Bahan Pencemar (Negeri Selangor) 2024, which was gazetted on June 20, 2024.

Compliance and Enforcement
FMM members operating in Selangor are advised to take note of the ZDP licensing requirements applicable to their premises and to ensure compliance with the relevant provisions and licence conditions stipulated by LUAS. Members are strongly advised to review their current operations and determine whether their premises are subject to the ZDP licensing requirements, and to take the necessary action to ensure compliance.

Under the ZDP framework, premises undertaking activities specified under the 2024 Regulations may be required to obtain the relevant LUAS licences, including the Licence for Return Water Discharge (AK) and/or the Licence for Entry or Discharge of Waste and Pollutants (BP), depending on the nature of their activities and discharges. The scheduled activities include industrial activities, among other specified activities.

Members are reminded that compliance with the applicable ZDP licensing requirements and licence conditions is subject to enforcement by LUAS.

Failure to comply with the conditions stipulated in a licence may result in a fine of up to RM10,000, or imprisonment for a term not exceeding six (6) months, or both.

Failure to obtain the required licence may constitute an offence under Section 59(2) of the Lembaga Urus Air Selangor Enactment 1999, which may result in a fine of up to RM50,000, or imprisonment for a term not exceeding two (2) years, or both.
