About the Role
We are seeking an experienced Environment, Health, and Safety (EHS) Officer to oversee and strengthen our safety, health, environmental, and emergency response operations. In this role, you will lead regulatory compliance with JKKP/DOSH and DOE, manage risk assessments, oversee scheduled waste management, drive internal safety culture, and ensure total alignment with local legislation and ISO standards.
KEY RESPONSIBILITIES
1. Regulatory Compliance & Government Liaison
- Act as the primary liaison with JKKP/DOSH, DOE (Department of Environment), and local government agencies.
- Prepare, maintain, and submit required administrative documentation, reports, and notifications.
- Lead and support internal and external EHS audits, including JKKP/DOSH inspections and ISO processes.
- Ensure site practices comply with OSHA 1994 (Amendment 2022), Environmental Quality Act 1974, EIA Conditions of Approval, and federal whistleblower provisions.
2. Scheduled Waste & Environmental Management
- Oversee the safe handling, storage, inventory, and disposal of scheduled waste in accordance with DOE regulations.
- Maintain scheduled waste records and manage reporting through the Electronic Scheduled Waste Information System (eSWIS).
- Manage environmental protection facilities and technical execution of company pollution-reduction initiatives.
3. Risk Assessment & Safe Work Procedures
- Conduct site walks, hazard identifications, and risk assessments (HIRARC/HIRADC).
- Develop, update, and enforce Safe Work Procedures (SWP), Standard Operating Procedures (SOP), and Permit-To-Work (PTW) systems.
- Digitalize manual safety processes to streamline IT-based EHS monitoring.
4. Site Supervision & Contractor Management
- Monitor daily factory operations and supervise workplace practices to prevent Serious Injuries and Fatalities (SIF).
- Evaluate contractor HSE management systems (ESHMP) and verify external vendor safety qualifications.
- Conduct compulsory safety briefings for all external contractors, technicians, and visitors prior to site entry.
5. Incident Investigation & Emergency Response
- Lead investigations for workplace accidents, injuries, or near-misses, identifying root causes and executing corrective actions.
- Oversee site emergency response planning, fire protection, and safety hazard rectifications.
6. EHS Training & Culture
- Design, coordinate, and deliver EHS training, orientation programs, and safety awareness campaigns.
- Provide continuous coaching and briefings to internal personnel and external contractors to foster a disciplined safety-first culture.
REQUIREMENTS
Education & Certifications:
- Diploma or Bachelor’s Degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
- Registered Safety & Health Officer (SHO) with valid JKKP/DOSH accreditation (Green Book holder required for sites).
- Certified Environmental Professional in Scheduled Waste Management (CePSWaM) certified by EiMAS / DOE (or currently undergoing certification).
- Solid working knowledge of OSHA 1994 (Amendment 2022), Environmental Quality Act 1974 (Scheduled Wastes Regulations 2005), and ISO standards.
Experience:
- Minimum 5 years of hands-on HSE and scheduled waste management experience in a manufacturing environment (heavy machinery industry experience is an added advantage).
Skills & Attributes:
- Fluent in written and spoken English and Bahasa Malaysia.
- Hands-on experience operating and maintaining records in the DOE eSWIS portal.
- Strong critical thinking, problem-solving, and hazard-detection abilities.
- Excellent leadership, interpersonal, and communication skills to interface effectively with workers, management, and regulatory bodies (DOSH & DOE).
- Proficient in Microsoft Office suite.
- Resilient, adaptable, and capable of working in a fast-paced industrial setting.
